CONSENT CALENDAR

• Recommendation:

  Approve the Consent Calendar.

1.   WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA

• Recommendation:

  Waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.

2.   ACCOUNTS PAYABLE CHECK REGISTER – APRIL 21, 2026

• Recommendation:

  Receive and file the accounts payable check register and wire transfer report dated April 21, 2026, in the amount of $8,071,398.59.

3.   APPROVE THE MINUTES OF THE MARCH 17, 2026 CITY COUNCIL / SUCCESSOR AGENCY TO THE YORBA LINDA REDEVELOPMENT AGENCY MEETING

• Recommendation:

  Approve the minutes of the March 17, 2026 City Council/Successor Agency to the Yorba Linda Redevelopment Agency joint meeting.

4.   TREASURER’S REPORT – DECEMBER 2025

• Recommendation:

  1.) Receive and file the attached monthly Treasurer’s Report; and 2.) Delegate investment responsibility to the City’s Finance Director / City Treasurer for one year.

5.   APPROVE AN ANIMAL CARE SERVICES AGREEMENT WITH THE COUNTY OF ORANGE

• Recommendation:

  Approve a five-year animal care services agreement with the County of Orange.

6.   APPROVE A STORMWATER PERMIT IMPLEMENTATION AGREEMENT WITH THE COUNTY OF ORANGE

• Recommendation:

  Approve the Amended and Restated National Pollutant Discharge Elimination System Stormwater Permit Implementation Agreement between the County of Orange and the Orange County Flood Control District.

7.   APPROVE AMENDMENT NO. 2 WITH EXECUTIVE EVENT SERVICES FOR SECURITY SERVICES

• Recommendation:

  Approve Amendment No. 2 to the Agreement with Executive Event Services.

8.   APPROVE AGREEMENTS WITH GREENSKIES CLEAN ENERGY LLC.

• Recommendation:

  Approve the revised Consent to Collateral Assignment Agreements with Greenskies Clean Energy LLC for the solar canopy projects at the Library, Community Center, and Black Gold Golf Club.

9.   APPROVE AN AFFORDABLE HOUSING AGREEMENT AND DENSITY BONUS AGREEMENT AND DECLARATION OF CC&R WITH THE OLSON COMPANY

• Recommendation:

  Approve an Affordable Housing Agreement and Density Bonus Agreement and Declaration of Covenants, Conditions and Restrictions with Olson Urban VI – Yorba Linda 2 LLC.

10.   APPROVE LANDFILL WASTE INFRASTRUCTURE SYSTEM ENTERPRISE AGREEMENT

• Recommendation:

  Approve the Waste Infrastructure System Enterprise Agreement with Orange County Waste & Recycling.

11.   APPROVE THE SUBDIVISION IMPROVEMENT AGREEMENT AND ACCEPT SECURITIES FOR TRACT MAP 19385

• Recommendation:

  1.) Approve the Subdivision Improvement Agreement for Tract Map 19385; and 2.) Authorize the City Clerk to accept the following: Rough Grading Bond, Harco National Insurance Company $79,574; Precise Grading Bond, Harco National Insurance Company $494,730; and Monumentation Bond, Advanced Civil Group $6,000. 

12.   APPROVE THE SUBDIVISION IMPROVEMENT AGREEMENT AND ACCEPT SECURITIES FOR FINAL PARCEL MAP 2023-105

• Recommendation:

  1.) Approve the Subdivision Improvement Agreement for Final Parcel Map 2023-105; and 2.) Authorize the City Clerk to accept the following securities: Grading Bond, American Contractors Indemnity Company $20,688; and Monumentation Bond, Landmark Surveys $2,000.

13.   SECOND READING AND ADOPTION OF ORDINANCE NO. 2026-1129, RESCINDING ORDINANCE NO. 2014-1007, WHICH ESTABLISHED CITYWIDE POSTED SPEED LIMITS

• Recommendation:

  Adopt Ordinance No. 2026-1129 rescinding Ordinance No. 2014-1007 regarding establishing citywide posted speed limits. 

14.   APPROVE RESOLUTION NO. 2026-5979 ESTABLISHING CITYWIDE POSTED SPEED LIMITS

• Recommendation:

  Approve Resolution No. 2026-5979 establishing citywide posted speed limits as shown in the attached Engineering and Traffic Survey.

15.   APPROVE THE DEPUTY CITY MANAGER CLASSIFICATION

• Recommendation:

  Approve Resolution 2026-5982 creating the Deputy City Manager classification and establishing the salary schedule.

16.   DESIGNATE CITY TREASURER

• Recommendation:

  Adopt Resolution No. 2026-5983 designating Donna Mullally as the City Treasurer and rescind Resolution No. 2024-5916.

17.   RECEIVE AND FILE REPORTS OF PLANNING COMMISSION ACTIONS FROM THEIR LAST MEETING

• Recommendation:
