***SPECIAL NOTICE REGARDING COVID-19***

Effective December 15, 2021 the California Department of Public Health (CDPH) issued a requirement for masks to be worn in all indoor public settings, irrespective of vaccine status, until January 15, 2022.  The CDPH has extended this requirement until February 15, 2022.

Pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor of California, and subsequently Assembly Bill 361 (AB 361, 2021), enacted in response to the state of emergency relating to novel coronavirus disease 2019 (COVID-19) and enabling teleconferencing accommodations by suspending or waiving specified provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.), members of the public, the City Council, the City Manager, City Attorney, City Staff, and City Consultants may participate in this regular meeting by teleconference. This meeting will be accessible to the public via cable channel 3,  and electronically, to promote social distancing during the coronavirus (COVID-19) pandemic. In order to ensure the safety of the public, City Council and staff, in-person public participation at the meeting of the City Council will not be allowed. Instead, members of the public can watch the televised meeting, or view it online via the City’s website.

You can access the zoom link at the time of the meeting and will be instructed on the process for providing public comment. Please be prepared to use the “raise your hand” feature when public comment opportunities are prompted by the Mayor; the City will facilitate the ability for a member of the public to be audible to the City Council and general public and allow them to speak on the item(s) requested. Please note – members of the public must unmute themselves when prompted upon being recognized by the Mayor in order to become audible to the City Council and the public.

The City Council/Successor Agency to the Yorba Linda Redevelopment Agency, Yorba Linda Housing Authority and Yorba Linda Municipal Financing Authority will reconvene at 6:30 p.m. in the Council Chambers at 4845 Casa Loma Avenue, Yorba Linda.

There is a five (5) minute maximum time limit for each individual addressing the legislative body during Public Comments and on all other items listed on the Agenda. Whenever a group of persons wishes to address the City Council on the same subject matter, it shall be proper for the presiding officer to request that a spokesman be chosen by the group so as to avoid unnecessary repetitions before the City Council.

All matters listed under "CONSENT CALENDAR" are considered by the City Council/ Successor Agency to the Yorba Linda Redevelopment Agency, Yorba Linda Housing Authority and Yorba Linda Municipal Financing Authority to be routine and will be enacted by one motion approving the recommendation listed on the Agenda. There will be no separate discussion unless Members of the Council/Successor Agency, Yorba Linda Housing Authority and Yorba Linda Municipal Financing Authority or Staff request specific items to be removed from the Consent Calendar.

  • Recommendation:

    It is recommended that the City Council approve the Consent Calendar.

  • Recommendation:

    It is recommended that the City Council/Successor Agency to the Yorba Linda Redevelopment Agency waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.

  • Recommendation:

    It is recommended that the City Council receive and file the accounts payable check register dated February 15, 2022, in the amount of $864,320.49.

  • Recommendation:

    It is recommended that the City Council/Successor Agency to the Yorba Linda Redevelopment Agency approve the minutes of the February 1, 2022 City Council/Successor Agency to the Yorba Linda Redevelopment Agency joint meeting.

  • Recommendation:

    It is recommended that the City Council: 1.) approve an amendment to the Professional Services Agreement (21220101) with NV5, Inc. (NV5), increasing agreement total by $80,000 for additional Interim Public Works Inspection Services; and 2.) approve a corresponding $80,000 line-item budget transfer from various accounts to the Public Works Department Project Development Operating Budget for Temporary Inspection Services.

    It is recommended that City Council receive and file this report.

  • Recommendation:

    It is recommended that City Council adopt the revised Investment Policy for FY 2021/22

  • Recommendation:

    It is recommended that the City Council receive and file the Annual Comprehensive Financial Report (ACFR) for the fiscal year ended June 30, 2021, and related reports from the City’s independent auditors.

  • Recommendation:

    It is recommended that the City Council direct staff to initiate planning efforts for the 2022 July 4th Fireworks Show and authorize staff to execute payment to Pyro Spectaculars, Inc. in an amount not-to-exceed $28,305.

  • Recommendation:

    It is recommended that the City Council adopt Resolution No. 2022-5787 reauthorizing teleconferenced meetings pursuant to the requirements of AB 361.

  • Recommendation:

    It is recommended that the City Council receive and file this report.

Note: If previous agenda items are completed prior to 7:00 p.m., the legislative body will proceed to “Administrative Reports” on the Agenda until the scheduled time for the Public Hearings.   • Recommendation:

    It is recommended that City Council: 1.) adopt Resolution No. 2022-5784 (Attachment 2), declaring a portion of the landscape easement at 5851 Deerfoot Lane, Assessor’s Parcel Number (APN) 348-221-14, as unnecessary for present or prospective public use and vacating the same pursuant to California Streets & Highways Code Section 8300 et seq.; and 2.) direct staff to remove the existing irrigation lines, within the proposed vacation areas; and 3.) direct staff to continue to irrigate and maintain the designated areas until the final recordation of the landscape easement vacation documents are processed; and 4.) direct the City Clerk to cause a certified copy of the proposed resolution to be recorded in the Office of the Clerk-Recorder, County of Orange upon completion of any removal of irrigation equipment undertaken by the City.

  • Recommendation:

    It is recommended that the City Council continue the public hearing to the March 1, 2022, Council meeting for a Resolution approving an Addendum to the 2016 Certified Environmental Impact Report (EIR) for the General Plan and approve an amendment to the Circulation Element to modify the Circulation Element Map to reclassify a portion of Savi Ranch Parkway from Yorba Linda Boulevard to Old Canal Road.

(Mayor retains discretion to give the Mayor’s Report before or after Matters Presented by Councilmember’s/Other Agency Reports)

The next regularly scheduled City Council/Successor Agency to the Yorba Linda Redevelopment Agency joint meeting is March 1, 2022.
