The City Council/Successor Agency to the Yorba Linda Redevelopment Agency convened at 6:00 p.m. in the Council Chambers at 4845 Casa Loma Avenue.

CITY COUNCIL/SUCCESSOR AGENCY TO THE YORBA LINDA REDEVELOPMENT AGENCY

The City Council convened into Closed Session at 6:01 p.m.

The City Council/Successor Agency to the Yorba Linda Redevelopment Agency, Yorba Linda Housing Authority and Yorba Linda Municipal Financing Authority reconvened at 6:30 p.m. in the Council Chambers at 4845 Casa Loma Avenue, Yorba Linda.

City Attorney Todd Litfin said there was no reportable action.

Mayor Tara Campbell expressed Council's enthusiasm to recognize the heroes in the community who have defended our Country by serving in the military. Staff displayed a PowerPoint presentation honoring local veterans and Mayor Campbell along with her Council colleagues, recognized Yorba Linda veterans in attendance for their service and bravery.

Congresswoman Young Kim was in attendance and also thanked Yorba Linda veterans for their honorable service.

Mayor Campbell invited Division Chief Scott Wiedensohler to the podium and spoke of his career accomplishments and contributions to the community. She said Chief Wiedensohler began his career in fire service in 1990 as a Fire Explorer with the Orange County Fire Department and later served with the Corona Fire Department before returning to the Orange County Fire Authority. He has led significant advances in fire safety, emergency preparedness, and community engagement. She said, under his leadership, OCFA introduced a new 100-foot Sutphen Truck to Fire Station 32. Mayor Campbell expressed Council's heartfelt gratitude for his dedicated service and presented him with a recognition in honor of his retirement.

Congresswoman Kim spoke about Division Chief Wiedensohler's career accolades and his contributions to her congressional district. She presented him with a recognition, and he also received recognitions from the offices of Senators Josh Newman, Kelly Seyarto, Assemblyman Phillip Chen and Supervisor Don Wagner.

Chu Man Kow, resident, said the City offers great services at the Library and through Parks and Recreation, and specifically commended Coach Jordan, head coach for the volleyball program that Parks and Recreation is offering. He said she does a great job coaching and mentoring his daughters and all participants. 

Pat Nelson, resident, spoke about traffic on Valley View Avenue and conveyed safety concerns the crossing guard there has. She suggested adding stopping signs downhill and the use of  Bott's dots to slow down traffic. She concluded by reiterating that the bathrooms near Valley View Avenue at Black Gold Golf Course still need waterproofing on the roof.

  • It is recommended that the City Council/Successor Agency to the Yorba Linda Redevelopment Agency waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.

  • It is recommended that the City Council receive and file the accounts payable check register and wire transfer report dated November 5, 2024, in the amount of $7,536,699.68.

  • It is recommended that the City Council/Successor Agency to the Yorba Linda Redevelopment Agency approve the minutes of the October 15, 2024 City Council/Successor Agency to the Yorba Linda Redevelopment Agency joint meeting.

  • It is recommended that the City Council authorize the City Manager to sign Amendment No. 2 to the Agreement for Professional Services with HF&H Consultants, increasing the total contract sum to $205,112.

  • It is recommended that the City Council of the City of Yorba Linda deny the claim for damages filed by The Figueroa Firm representing Lisa Werner.

  • It is recommended that the City Council approve a Memorandum of Understanding (MOU) with the Orange County Conservation Corps (OCCC) for Vegetation Management and Associated Grant Services.

  • It is recommended that the City Council receive and file this report.

City Manager Mark Pulone responded to the comments made by Ms. Nelson and recommended that she attend the next Traffic Commission meeting to express her concerns regarding traffic. With respect to crossing guards, he said the City provides crossing guard services, so staff will be in touch with the crossing guard to address her concerns. He said modifications to the restroom at Black Gold Golf Course are underway and staff has been working on addressing her concerns.

Councilwoman Janice Lim thanked the Yorba Linda Woman's Club for the Craft Fair. She highlighted Red Ribbon Week at Rose Drive Elementary School and said Captain Wigginton was in attendance as well. She reminded the community to be safe and say no to drugs.

Mayor Campbell announced the Teen Youth Empowerment Service Day held on Saturday, November 9, at 10 a.m. at the Thomas Lasorda Jr. Field House. She said students in grades 6–12 will have the opportunity to give back to the community and earn school service hours. The event will benefit the Yorba Linda Food for Families, and students will help sort and bag grocery items for distribution. Mayor Campbell concluded her comments by inviting the community to the Yorba Linda Veterans Memorial Association Veteran's Day Ceremony at Veterans Park on Monday, November 11, at 2 p.m. and encouraged the community to visit YorbaLindaVeteransMemorial.com for more information.

Mayor Campbell adjourned the meeting in honor of Kenneth Meadows, who was born on Thanksgiving Day, Thursday, November 25th, 1948, Navy veteran and owner of Plumbing Concepts in Yorba Linda, at 7:03 p.m. to the next regularly scheduled City Council/Successor Agency to the Yorba Linda Redevelopment Agency joint meeting on November 19, 2024.
